Brief Overview

Rosaria is the new stack-based burst DPS in Star Savior, from the Counterside Universe. She is built around generating Agitation and converting it into Inferno for her burst skill. She ramps through repeated attacks, then cashes out with a strong single-target hit that resets her cycle. Played correctly, she’s a consistent looping DPS rather than a one-time nuker.
Passive – Tyrant of the North

After using her basic attack, Rosaria gains a chance to generate a stack of Inferno (undispellable) based on Agitation stacks (up to 100% at 5 stacks). She also prevents her HP from dropping below 40% once per battle, granting additional ATK Up when triggered.
Your goal is to reach 5 Agitation quickly so your Basic reliably generates Inferno. Once that happens, her damage becomes consistent and predictable.
Also noting that her passive also prevents her from being 1 shot, which potentially allows you to survive being OHKO’d in PVP.
Basic – Ashen Inferno

Her basic attack grants 1 Agitation stack, which itself grants 1% bonus damage to Order units (up to 5 stacks). Additionally, gains a chance to gain Inferno stacks at 20% chance per stack of Agitation.
This helps Rosaria gain stacks for her large burst of Single-Target damage, Ruler’s Judgement.
Nova Burst:
Self Toughness Fixed DMG temporarily increases by 1 on attack.
Special Skill – Ruler’s Judgement

This is Rosaria’s large Single-Target burst damage.
Firstly, you gain 1 stack of Agitation. And using the skill consumes your Inferno stacks.
1 Stack: 10% Bonus DMG
2 Stacks: 20% Bonus DMG
3 Stacks: 20% Bonus DMG + triggers Ashen Inferno (basic attack)

This is your detonation skill.
You want to use it at 3 Inferno stacks whenever possible to maximise value and immediately restart your stacking cycle.
Nova Burst:
Self Toughness Fixed DMG temporarily increases by 1 on attack.
Ultimate Skill – Difference in Class

This is Rosaria’s AOE Damage. She attacks all enemies and inflicts DEF Down with a 75% chance (up to 100%) and increases her Action Gauge by 50% (!!!). She also gains a new buff, Owner of the Throne (undispellable) for 3 turns, granting increased Basic Skill DMG and SPD by 15%. Additionally, for every enemy hit by her ultimate, she also gains a stack of Inferno.
That was a mouthful, and usually with a wall of text, that means it’s overpowered.
Rosaria is one of the only units that give an AOE Def Down attack, which at this point in the game, is pretty good. Her Action Gauge boost + Speed Up really helps her cycle really quick, and gaining even more turns to get the Inferno stacks.
Nova Burst:
Temporarily deals 1 more Topughness Fixed DMG and increases Crit Rate by 30% on ATK.
* This part is important, because that extra Crit Rate means that you can help your Rosaria secure 3 Inferno stacks immediately after use, and if you’re fast enough, you might be able to skip everyone’s turn.
ROSARIA SKILL BUILD

For the Early game, you would want to build:
- Basic ATK – 3
- Special Skill – 6
- Ultimate – 6
To maximise your skill cubes’ efficiency.
Towards the late game,
- Basic ATK – 7
- Special Skill – 7
- Ultimate – 8
Typically getting skills to level 10 (max) is not recommended because of the huge cost of resources.
Rosaria Gear Buiild
For Rosaria, maintaining a high chance of Crit Rate is important for her kit.
If you have mediocre gear or journey potentials:
- Insight (4 pc Crit Rate) + Hit (2 pc EHR) [recommended]
- Insight (4 pc Crit Rate) + Valor (2 pc ATK & ER)
And if you are later in the game:
- Destruction (4 pc Crit DMG) + Hit (2 pc EHR).
And Accessories should be:
- Necklace: Speed
- Ring: ATK %
And focusing on the substats in this order:
- Speed (for turn cycling)
- Crit Rate (to trigger passives)
- Crit DMG (boom)
- ATK% (boom)
- Effect Hit Rate (to land debuffs)
Rosaria Dupes?
Are Rosaria dupes necessary?
In my opinion, not really. The additional stacks do not really give that much more and are not as strong as Asherah Waltz‘s Limit Break copies.
They only give her additional 5% base ATK at Level 2. After that, an additional 5% base ATK and 1 turn of ATK boost per level up to Level 4.
But they are nice to have, and you potentially could run a turn 2 team where you get hit by the enemy to potentially inflict a higher ultimate burst. But very niche.
Overall Verdict

Rosaria is arguably the best Chaos Characters in the game, with a rather unique debuff at this point. She is quite self-sustaining, and does not require to team with other characters like Bunny Girl Frey to boost her Crit Rate.
Should you summon?

Definitely. But exchange the Observation Records (basically pity) for her as Chaos and Order units have a lower chance of obtaining.
